17 July 2010

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia; Excellency General Tea Banh; Ambassador Rodley; Major General Peter Pawling; Excellencies, ladies and gentlemen,

I am pleased and honoured to represent the UN in Cambodia here at the opening of the first multi-national peacekeeping training exercise to take place in Cambodia.

“Torture continues to be widespread and certain practices amounting to torture as well as to cruel, inhuman or degrading treatment or punishment have been reinvigorated, in particular in the context of the so-called global war on terror after 11 September 2001,” the group of UN experts said.
