UNFPA in Cambodia

UNFPA became active in Cambodia since the first elections in 1993. UNFPA’s support to the Royal Government of Cambodia is governed by the Agreement signed on December 19th, 1994.

Since its arrival into the country, UNFPA has supported Cambodian governmental and non-governmental organizations to identify, recognize and address population issues, and has strongly pursued reproductive rights and gender equality as essential elements to achieve human rights and human dignity. Early assistance to Cambodia led to the completion of the 1998 Census, the first census undertaken in three decades, and the nationwide introduction of birth spacing services.

The Second Country Programme was developed and implemented during 2001-2005. This encompassed a full range of initiatives in population, gender and reproductive health in line with the International Conference on Population and Development Programme of Action (ICDP PoA) and the Millennium Declaration. Achievements under this program included the recognition and prioritization of population, gender, youth and reproductive health issues in strategies, policies and plans, particularly the National Strategic Development Plan 2006-2010. Additional archievements included the development and launch of Cambodia’s first National Population Policy, successful implementation of the 2004 Cambodia Inter-Censal Survey, establishment of gender focal points in key line ministries and expansionof quality reproductive health services for women, men and youth.

A Third Country Programme was developed for 2006-2010. This Programme was developed within the framework of the United Nations Development Assistance Framework 2006-2010, and is in line with the Government's "Rectangular Strategy" and the National Strategic Development Plan. The Programme will contribute to the achievenment of the Millennium Development Goals, and will foster the protection of women's and girls's rights and the promotion of human rights and good governance.

Currently, the UNFPA Cambodia Country Office is composed by 23 staff members. The office inlcudes Ms. Bettina Maas, Representative, Ms. Alice Levisay, Deputy Representative, Mr. Tum May, Assistant Representative, Mr. Ly Solim, Operations Manager, and 19 other Programme and support staff.
